Changes

• Updated the seaweedfs Docker image tag from the previously pinned version to 4.13.
• The older pinned version was outdated and did not include important improvements and bug fixes available in version 4.13.
• Version 4.13 maintains explicit version control (avoiding latest) while benefiting from stability and feature updates introduced in recent releases.
• Deployment and runtime behavior were tested to ensure the service starts correctly and operates without regressions in Coolify.
