--skip-analysis-in-path doesn't work

Re-opening this bug, which was closed without being fixed. --skip-analysis-in-path doesn't have any effect no matter how the path argument is given, none of dir, "dir", "dir/*", or "dir/." (as per the linked post) have any effect.
